City to Issue Vouchers for Parking Fine and Permit Overcharges

(LANSING) – City officials today announced that the City of Lansing will issue vouchers to
individuals who were inadvertently overcharged for parking fines and monthly parking permits. The
vouchers will be redeemable for credit toward parking fees or monthly permits at City-owned
facilities, to pay fines that result from parking citations, or for a cash refund. The voucher program is designed to compensate individuals who were overcharged for City parking fines and monthly parking permits over the last several years due to an oversight in the authorization process for the City’s parking fine schedule.

“We made a mistake and we are stepping up to the plate to take responsibility for it and to make it right,” said Bob Johnson, director of the City’s Planning and Neighborhood Development Director. “It is only fair that people who were overcharged for a parking fine or monthly permit should be compensated and the voucher program is the best way for us to accomplish that goal.”

Transportation Engineer Andy Kilpatrick said the City will also roll back parking fines to their 2006 levels starting tomorrow, April 1. He estimated that the voucher program will reimburse patrons up to $400,000 for overcharged parking fines, and up to $150,000 for overcharged monthly permits, which is commensurate with the estimated amount received by the City from overpaid parking fines and permits. Kilpatrick said the Transportation and Parking Office has identified more than 112,000 parking fines that were overcharged since July 1, 2006. Three-quarters of those fines were for a single parking citation. The majority of vouchers issued will be worth $2.00, which equals the overcharge for a single expired meter fine paid early or an overnight parking violation, or $5.00, which represents the overcharge for the majority of other fines.

Johnson and Kilpatrick said the vouchers will be mailed in the next 30 days to individuals who were overcharged for a City parking fine after July 1, 2006 or for a monthly parking permit after July 1, 2007. Voucher recipients can redeem the voucher at the City’s Transportation and Parking Office, located at 219 N. Grand Avenue in downtown Lansing. In addition to paying a current parking fine, the vouchers can be used to add credit to a parking meter key or VIP card, for a parking ramp validation coupon, or for a refund. The vouchers for monthly permits can be redeemed during the permit renewal period for account credit or a refund.

Questions about the parking voucher program may be directed to the City of Lansing Transportation
and Parking Office at 483-4240 or by visiting the City website at www.lansingmi.gov/parkingvoucher.
